No!

The WiFi number is not meant to connect to a real-world phone number. The app has its own network. Sim (Private) Number enables to connect with the real world but is not advised to use in case of emergencies due to internet requirements.

Albeit, we do not restrict, in case you want to connect to a person on the TextApp network during emergencies.
